Enactment Of Laws And Regulations To Sanitise The Industry For Improved Fish Production And Revenue Generation For The State Government

Our Assessment

This promise is rated Completed. Early in the 2019–2023 term, the administration secured the passage and enactment of the Oyo State Fisheries Law 2019. This legislation provides a comprehensive legal framework designed to "sanitise" the sector by strictly prohibiting illegal and destructive fishing practices.

Why It Matters

Unregulated fishing not only depletes the state's natural water resources through "over-harvesting" and toxic practices but also poses a significant public health risk when fish are handled in unhygienic conditions. By enacting this law, the government provides a "rule book" that protects professional fish farmers from unfair competition by illegal operators. For the average citizen, this ensures that the fish available in local markets meet safety standards. Furthermore, the revenue generated from licensing creates a self-sustaining cycle where the government can reinvest in fisheries extension services, such as providing high-quality fingerlings and modern aquaculture training to local farmers.

Oyo Enforces 2019 Fisheries Law to Regulate Aquaculture and Boost State Revenue

The journey to this legislative milestone began in the first six months of the administration. Shortly after the inauguration of the 9th Oyo State House of Assembly in 2019, the Fisheries Bill was fast-tracked as part of the "Roadmap for Accelerated Development."

The Bill progressed through its readings and public hearings, eventually receiving executive assent by late 2019. This early legal win established the "Oyo State Fisheries Law 2019" as the primary regulatory instrument for the sector, fulfilling the administration's pledge to replace obsolete or non-existent rules with a modern, revenue-driving, and health-conscious legal framework before the end of its first term.
