Planning To Conduct Census/data For The People Living With Disabilities (PWD)

This promise is rated Promise Broken. While the administration established a dedicated disability agency and a biometric portal, it failed to complete a comprehensive census or produce a state-wide data report by the May 2023 deadline. 

 

 

Why It Matters 

Without accurate, disaggregated data, the government cannot effectively allocate resources, design inclusive infrastructure, or ensure that social safety nets reach those who need them most. A comprehensive census is the difference between "token charity" and "rights-based planning." For the thousands of PWDs in Oyo State, the lack of this data means they remain largely invisible in the state's long-term developmental blueprints, making it difficult to measure the actual impact of government interventions on their quality of life.

Makinde's PWD Census Stalls as Focus Shifts to Agency Setup and Recruitment Portals

The administration established the Oyo State Agency for Persons with Disabilities (OYSAPD) in 2022 and launched a biometric data capture portal to begin registration. Some individuals were successfully captured in this database to facilitate targeted recruitment into the state's teaching and civil service sectors.

However, the promised state-wide census and comprehensive data analysis remained unfulfilled at the conclusion of the first term.
