Health Insurance Scheme For The Elderly

Our Assessment

The administration failed to establish a dedicated, standalone health insurance scheme for the elderly during its first term. Senior citizens were instead encouraged to utilize the pre-existing Oyo State Health Insurance Agency (OYSHIA) framework established in 2015.

Why It Matters

The elderly often face a "double burden" of chronic health conditions and reduced income after retirement, making them highly vulnerable to medical poverty. In a state with rising living costs, the absence of a dedicated health insurance shield for the aged forces many to rely on irregular family support or the liquidation of meager assets to manage life-threatening ailments. A structured, government-funded scheme would have institutionalized care for senior citizens, ensuring that those who served the state in their youth are not abandoned to the "out-of-pocket" healthcare trap in their twilight years.

Makinde's Dedicated Health Scheme for Seniors Fails to Launch as First Term Concludes

By May 2023, no new legislative or institutional framework specifically for elderly health insurance had been created. Although, by March 2023, as his first term was concluding, pensioners and senior citizens acknowledged receiving medical support through OYSHIA, this represented an extension of an existing system rather than fulfillment of the promised standalone scheme.
