Ensure A Functional Primary Healthcare Centre (PHC) In Each Ward Of Oyo State

This promise is rated Partially Completed for the 2019–2023 term. While the administration launched an ambitious plan to renovate and equip 351 PHCs (one for every ward), it failed to reach 100% completion by the May 2023 deadline. 

 

Why It Matters 

Decentralizing healthcare to the ward level is essential for reducing maternal and infant mortality and easing the burden on overcrowded secondary hospitals. For citizens in rural or underserved areas, a functional PHC means 24-hour access to basic medical care, immunizations, and emergency first aid within their immediate community. This "one-ward-one-PHC" model effectively bridges the gap between the government and the grassroots, ensuring that healthcare is a right accessible to all, regardless of proximity to urban centers.

Oyo Delivers Over 200 Upgraded Health Centres, but 351-Ward Target Falls Short in First Term

The implementation began in late 2020 following the approval of funds for the phased renovation and equipping of the 351 centers. The administration utilized a "One PHC per Ward" model, aiming to standardize healthcare delivery by providing solar power, running water, and essential equipment to each site.

By the third anniversary in May 2022, the government reported that over 200 PHCs were at various stages of readiness, with several being officially commissioned in zones like Ibadan, Oke-Ogun, and Ogbomoso.

 

In early 2023, as the first term entered its final months, the state intensified efforts to commission more centers to bridge the gap. However, administrative delays and procurement hurdles meant that many wards were still awaiting the completion of their respective centers by May 29, 2023. 

 

While the project significantly improved the state's healthcare infrastructure compared to 2019, the specific numerical target of 351 functional centers remained an unfinished goal of the Omituntun 1.0 mandate.
