Working With Schools Governing Boards, We Will Install An Accountability System Within Three Months Of Re-election That Will Ensure That State Grants Are Disbursed In A Timely Manner And That The Schools Use These Grants As Expected

Our Assessment

Governor Seyi Makinde promised to install a school accountability system, working with Schools Governing Boards, within three months of re-election (by August 2023) to ensure timely state grant disbursement, proper fund usage, and teacher attendance (especially rural). This would combat corruption, improve learning outcomes, and ensure rural schools deliver value for public funds.​

 


While Oyo disburses grants (e.g., ₦3.5B to 105 rural primaries via World Bank BESDA-AF in 2024), no evidence exists of the accountability system being installed by August 2023. 


The explicit three-month deadline passed without documented implementation of the promised accountability system, classifying this as broken.
