We Will Actively Strive For A 30% Women Inclusion Policy In Government Appointments

Our Assessment

Governor Makinde has made significant strides toward this goal but has not yet reached a consistent 30% across all levels of government appointments. While the "quality" of appointments is high, with women holding the unprecedented "top two" spots of SSG and Head of Service, the "quantity" in the broader cabinet and board memberships often fluctuates between 20% and 25%. The promise is almost completed because the administration has broken historical glass ceilings for women in Oyo State, but it remains ongoing as the total numerical count across the entire government apparatus still falls slightly short of the 30% benchmark pledged in the manifesto.

Makinde struggling to implement 30% women inclusion policy in government appointments

Upon reconstituting the State Executive Council in September 2023, the Governor appointed four female commissioners out of 16 portfolios announced in the first major wave, representing 25% of that specific group.

The administration made history by appointing women to the two most senior non-elective positions in the state: Professor Olanike Adeyemo as Secretary to the State Government (SSG) and Mrs. Olubunmi Oni as the Head of Service (HoS).

In various rounds of appointments for Chairpersons and Executive Secretaries of state boards, women have been placed in key roles, such as the Oyo State Health Insurance Agency (OYSHIA) and the Oyo State Agency for the Control of AIDS (OYSACA).

The Ministry of Women Affairs has actively pushed for the full domestication of the National Gender Policy, which seeks a 35% affirmative action, to provide a legal backing that moves the "30% strive" into a mandatory requirement for all future boards.
